Report #99494

[gotcha] AI refusals are framed as moral judgments and leave users with no recovery path

Replace blanket 'I can't do that' with neutral, specific guardrail language, explain the boundary in one sentence, and offer a rephrasing or allowed alternative. Keep the user in control and never end the conversation on a refusal.

Journey Context:
Content policies are necessary, but a blunt refusal breaks the conversational contract and can make users feel accused. Many products dump the model's refusal text straight into the UI. Apple's HIG explicitly tells designers to help people improve requests when blocked and to handle sensitive content carefully. The better pattern is: state the constraint, suggest what is allowed, preserve context, and let the user continue.
