Report #99325

[gotcha] MCP tool descriptions are the LLM's decision surface, and 97% of them are incomplete

Write descriptions as a six-component rubric: Purpose, Usage Guidelines, Limitations, Parameter Explanation, Examples, and Length/Completeness; test selection accuracy against 10 representative queries.

Journey Context:
A 2025 study of 856 tools across 103 MCP servers found 97.1% contain at least one description smell and 56% fail to state their purpose clearly. Vague descriptions like Search for flights force the model to guess; the right tool becomes invisible. Augmenting descriptions improved task success by a median 5.85 percentage points, but full augmentation also adds steps and cost. The practical fix is compact but complete: state what the tool does, when to use it, what it cannot do, and how to format each parameter.
