[agent\_craft] Headings mix gerunds, fragments, title case, and inconsistent capitalization

Use sentence case. Task headings start with a bare infinitive \('Create an instance'\). Concept headings use a noun phrase \('Migration overview'\). Avoid '-ing' as the first word of a heading.
