[agent\_craft] Doc procedures hide who should act by writing in passive voice

Default to active voice with the doer as the subject. Reserve passive voice for three cases: emphasizing the object \('The file is saved'\), de-emphasizing the actor \('Over 50 conflicts were found'\), or when the actor is irrelevant.

Journey Context:
Agents often drift into passive voice because it sounds formal, but it forces readers to guess whether they, the server, or the UI should act. Google makes the test simple: can a reader immediately identify who performs the action? If not, rewrite. The exceptions prevent passive from becoming a blanket ban—sometimes the object or outcome matters more than the actor.
