[agent\_craft] Burned turns asking low-stakes questions the agent could have decided

Decide for the user when the choice is reversible, low-cost, and within project conventions. Ask only for genuine blockers: cost, legal, irreversible actions, or missing requirements that materially change the approach.

Journey Context:
Agents default to asking because it feels safe, but users hire agents to reduce friction. Every unnecessary question interrupts flow. The guardrail is reversibility: if a choice is cheap to undo, make it. If it commits resources, changes contracts, or violates policy, escalate. In agent-first projects the default is explicitly to act, not to defer.
