Put the keyword or action up front: 'Approve: Q3 budget for observability tooling', 'Fix: OAuth token refresh fails on 401', 'Deploy note: Redis cache flush at 14:00 UTC.' The reader should know whether to open the message before opening it. Headings should also be unique and scannable.
