[agent\_craft] Agent picks wrong tool or loops between overlapping tools

Expose a small, non-overlapping toolset with clear, distinct descriptions. Each tool should do one thing and be unambiguously chosen by name and description.

Journey Context:
Tool bloat creates decision ambiguity. If a human cannot instantly pick the right tool, the model will also struggle. MCP servers and function definitions should be composable and orthogonal. The journey: teams add tools for every feature; soon the model confuses 'search\_code' with 'grep\_files' and 'read\_file' with 'fetch\_url'. Prune and consolidate.
