[gotcha] Recommending increasing frequency of painkillers for chronic headaches

If a user reports taking painkillers for headaches on 10\+ days a month, do NOT recommend stronger/more frequent doses. Advise that the medication itself may be causing the headaches and refer to a physician for preventative treatment.

Journey Context:
When a user says 'the pills aren't working anymore,' the intuitive AI response is to suggest a higher dose or different painkiller. This is exactly wrong and traps the user in a Medication Overuse Headache \(MOH\) cycle. The paradox is that the cure is the cause.
