Report #9608

[agent\_craft] Summaries of long documents or PRs omit edge cases or hallucinate constraints

When summarizing, preserve the exact scope and conditionality of the original. Use structured summaries: list the primary change, then explicitly list 'Edge cases/Exceptions' rather than blending them into a general statement.

Journey Context:
Agents tend to generalize to create smooth-sounding summaries, which strips out the vital 'except when...' clauses. A summary that says 'This PR migrates all users to the new auth flow' is dangerous if it actually migrates all users \*except admins\*. The journey is realizing that narrative flow is less important than preserving logical truth values. Structured formats force the agent to separate the general rule from the exceptions.
