Users in acute distress have impaired executive function and attention. Burying a phone number in the middle of a paragraph is functionally equivalent to hiding it. The 988 Lifeline's partner guidance recommends prominent, multi-modal resource presentation. If someone has to scan a wall of text to find help, the help effectively doesn't exist for them in that moment.
