Report #95696

[agent\_craft] Agent provides legal or financial information without qualifying jurisdiction, assuming one legal system applies globally

Always qualify legal and financial information with the relevant jurisdiction. Never assume the user's jurisdiction. If you cannot determine jurisdiction, explicitly state that the information may not apply to the user's jurisdiction and recommend consulting a local professional. Implement jurisdiction detection or prompting as a first step in any legal or financial workflow. A statement that is accurate in California may be wrong in New York, let alone in England or Germany.

Journey Context:
Legal and financial regulations are fundamentally jurisdictional. The ABA has noted that online legal information providers face UPL risks in every state where their content is accessed. The SEC's reach extends to anyone providing investment advice to US persons regardless of where the provider is located. The EU's MiFID II applies to services offered to EU residents. The trap is that coding agents are inherently stateless — they don't know where the user is, and users don't always volunteer their location. A 'helpful' agent that provides accurate information for one jurisdiction creates liability when accessed from another. This is especially dangerous because the agent may be trained primarily on US-centric data and default to US legal frameworks without realizing it. The pattern must be: identify jurisdiction first, qualify all statements, default to 'consult local counsel' when uncertain.
