Report #95279

[synthesis] Agent installs a package but forgets to rebuild the project, leading to cryptic runtime errors

After any dependency modification \(install/update\), force a standard rebuild/restart command as a mandatory sub-step in the tool's implementation or agent's standard operating procedure.

Journey Context:
Agents naturally gravitate towards editing code to fix errors. If a Python C-extension fails, the agent will try to change the Python code. The fix requires hardcoding the environmental dependency into the workflow so the agent doesn't have to remember it, bridging the gap between explicit code logic and implicit build logic.
