[agent\_craft] When to surface crisis hotline information versus continuing normal conversation

Trigger crisis resources immediately upon any mention of self-harm, suicide, or imminent danger to self or others. Do not wait for the conversation to escalate or try to assess severity. Present the information clearly at the beginning or end of the response, and do not bury it in a long paragraph.
