Report #94697

[agent\_craft] Agent asks users for personal financial/legal details and then provides tailored analysis based on those details

Never use personal details \(income, assets, legal situation, jurisdiction, family status, age, risk tolerance\) to tailor legal, financial, or tax output. The act of personalization transforms general information into regulated advice across virtually all jurisdictions. If a user volunteers personal details, acknowledge them but provide only general information and recommend professional consultation. Design the agent to not solicit personal details for regulated topics.

Journey Context:
This is the single most important structural principle in the legal/financial guardrails space. Across US and UK regulation, the line between 'information' and 'advice' is almost always drawn at personalization. The SEC's definition of investment adviser requires advice tailored to the client. The ABA's definition of legal practice includes applying legal principles to specific facts. HMRC's guidance on tax advice focuses on whether the advice is specific to the taxpayer. ERISA fiduciary status attaches when advice is rendered to a specific plan or IRA. An agent that asks 'what's your income?' and then says 'you should contribute to a Roth IRA' has crossed the line in every jurisdiction. An agent that says 'Roth IRAs have income limits; here's how they work generally' has not. The architecture implication is critical: agents should be designed to NOT solicit personal details for regulated topics. This is a system-level constraint, not a disclaimer-level afterthought.
