[agent\_craft] Inconsistent capitalization and punctuation in bulleted lists \(some with periods, some without; some capitalized, some not\)

If a list item is a complete sentence, capitalize the first word and end with a period. If it's a fragment, don't use a period, but maintain consistent capitalization \(usually lowercase if continuing the lead-in sentence, or uppercase if standalone\).
