[frontier] Cannot trace agent execution across distributed services or attribute token costs to specific agent steps

Adopt OTel GenAI semantic conventions: set span attributes gen\_ai.system, gen\_ai.usage.input\_tokens, gen\_ai.request.model; use span events for tool calls; propagate context through agent boundaries to build distributed traces of multi-agent workflows
