[cost\_intel] Using frontier models for standard code review or linting

Use Haiku/Flash for PR reviews and linting; reserve Sonnet/Pro for generating novel code from scratch or debugging complex architectural issues.

Journey Context:
Smaller models are excellent at pattern matching against known rules \(code review, finding style violations\). They struggle with generating large coherent codebases from scratch. Cost difference is ~20-30x. Degradation signature: smaller models suggest stylistic changes that break logic, or miss subtle cross-file dependency bugs.
