[counterintuitive] prompt engineering temporary hack replaced by fine-tuning

Invest in robust prompt engineering and evaluation pipelines. Fine-tuning is complementary, not a replacement, for dynamic instruction following and complex reasoning tasks.

Many developers think prompting is just a hack until we fine-tune. But fine-tuning is bad at on-the-fly reasoning and dynamic instruction following. Prompting is the mechanism by which we invoke the model's pre-trained reasoning capabilities. Fine-tuning changes the base distribution, making it harder to steer dynamically. Prompt engineering is actually the API of LLMs, a permanent software engineering discipline, not a temporary workaround.
