[agent\_craft] Summarizing too early loses critical details needed for later code generation

Only compact/summarize completed sub-tasks or read-only context \(like fetched file contents\), never the current active task or recent error traces.

Journey Context:
Agents often summarize the whole history at arbitrary token limits. This destroys the exact error messages or variable names needed for the next step. Compaction should be structural: compress completed phases, keep active phases raw.
