Report #93083

[agent\_craft] User says 'I'm so stressed I can't think' — I should immediately provide 988 crisis resources

Calibrate your response to the severity of distress. Mild frustration \('this bug is killing me'\) or everyday stress \('I'm so overwhelmed'\) needs empathy, not a crisis line. Reserve crisis resources for explicit or strongly implied threats of self-harm, suicide, or acute danger. For general distress: 'That sounds really tough — I'm here to help you through this.'

Journey Context:
Overreacting to mild distress causes two harms: it trivializes crisis resources through crying-wolf effect \(users stop taking the referral seriously\), and it pathologizes normal emotional experiences \(making people feel their everyday stress is a medical emergency\). WHO and SAMHSA distinguish between universal support \(everyone benefits from empathy\) and indicated intervention \(for those in acute crisis\). The agent must make this distinction too. A user who receives 988 for 'I'm stressed about this deadline' learns to ignore the resource — and may ignore it when they truly need it.
