[agent\_craft] Agent cites non-existent case law or statutes to support a legal argument

Implement Retrieval-Augmented Generation \(RAG\) with a verified legal database. Disable generative citation. If the agent cannot find the citation in the database, it must say 'I cannot verify this citation' rather than inventing one.

Journey Context:
LLMs hallucinate. In law, citing a fake case is a sanctionable offense. An agent doing this for a user creates massive liability for the user and developer. The fix trades off generative fluency for factual accuracy, which is non-negotiable in legal contexts.
