[architecture] Mixing user-specific memories with agent procedural memories

Isolate memory namespaces by tenant/user for episodic/semantic memory, but keep procedural memory \(how to use tools, agent persona\) in a global, read-only namespace.

Journey Context:
If user A's preferences bleed into user B's session, you get a catastrophic security/privacy failure. Conversely, if the agent forgets how to use a tool because it was stored in a user-scoped memory, it breaks. Strict namespace isolation prevents cross-contamination while preserving core agent capabilities.
