[agent\_craft] Burying the main action item or conclusion at the end of a message

Front-load the most important information. Place the main conclusion, action item, or TL;DR at the very beginning of the document or email.

Journey Context:
Time is scarce. If a developer reads an email or PR description, they need to know immediately if action is required. The BLUF \(Bottom Line Up Front\) standard and plainlanguage.gov's organizational guidelines dictate giving the most critical information first so the reader can stop reading once they have what they need, rather than hunting for the point.
