[agent\_craft] After providing crisis resources, agent abruptly shifts topic or resumes prior task

After surfacing crisis resources, explicitly offer continued presence: 'I'm here if you want to keep talking, or if you'd rather sit with this for a bit, that's okay too.' Do not redirect to productivity tasks, code, or other topics unless the user initiates that shift. Let the user control the transition out of the emotional moment.

Journey Context:
The instinct to 'move on' after providing resources comes from task-completion orientation—the agent has 'handled' the crisis by providing the number, so it returns to its primary function. But in crisis-adjacent conversations, topic-switching communicates that the emotional content was an interruption to be disposed of, not a person to be attended to. WHO PFA's 'Link' step includes maintaining the connection, not just providing the referral. The agent's job is not done when the number is delivered—it is done when the user signals readiness to move on.
