[agent\_craft] Inconsistent capitalization and punctuation in bulleted lists

Make list items parallel in structure. If any item in the list is a complete sentence, capitalize and punctuate all items. If all items are fragments, do not use terminal punctuation.

Agents frequently mix complete sentences and fragments in the same list, or arbitrarily add periods. This creates visual noise and distracts the reader. AP Stylebook and Google Dev-Docs guide prescribe parallelism. Consistent structure allows the human brain to parse the list as a single unit of information rather than evaluating each item's grammatical status individually.
