[frontier] Agent behavior abruptly changes at context window truncation boundaries

Implement 'Sliding Window Persona Injection' where the system prompt is treated as a recurring header rather than a prefix. Use a 'contextual restart' every N tokens that re-injects the full system prompt \+ a compressed 'identity anchor' summary, explicitly marking previous turns as 'historical context only'.

Journey Context:
Standard truncation cuts from the middle or end, causing sudden loss of identity instructions while retaining recent capabilities. This creates 'jags'—discontinuous behavior shifts. The header pattern treats identity as a substrate rather than a preamble. The 'identity anchor' is a minimal constitutive rule set \(3-5 imperatives\) that is cheaper to retain than full system prompts.
