Report #81939

[frontier] Multi-agent systems fail when agents cannot discover each other or delegate tasks without shared memory

Adopt Google A2A protocol for agent-to-agent authentication, capability discovery via Agent Cards, and task delegation without shared state

Journey Context:
Traditional multi-agent systems rely on shared databases or hardcoded service meshes, creating tight coupling. A2A allows agents to advertise capabilities via Agent Cards and delegate tasks using ephemeral Task objects, maintaining autonomy. This enables federation across organizational boundaries without requiring a central orchestrator or shared memory bus.
