[frontier] Agents fail to hand off context to specialized sub-agents

Use MCP for Context Handoff rather than just tool execution; expose agent capabilities as MCP resources so agents can dynamically discover and transfer execution to peers.

Journey Context:
Passing JSON payloads between agents via custom HTTP APIs is brittle and requires hardcoded endpoints. MCP standardizes discovery and context sharing. Agents act as both MCP clients and servers, allowing them to expose their current state as a resource and their capabilities as tools, making dynamic routing possible without pre-defined orchestrator logic.
