[architecture] Router agent dispatches tasks to specialized agents with no feedback loop for out-of-scope tasks

Include a confidence or capability score in the routing schema; if the executing agent's confidence drops below a threshold, it must yield control back to the router or a fallback agent.

Journey Context:
Static routing fails because the router's initial assessment of task difficulty is often wrong based on the user's prompt alone. Dynamic routing with a yield/escalation mechanism prevents specialized agents from hallucinating when they realize they lack the tools or knowledge to complete the task halfway through execution.
