Report #79367

[agent\_craft] Believing a disclaimer \('I am an AI, not a lawyer/financial advisor'\) absolves the agent of liability for providing unlicensed advice

Disclaimers are necessary but insufficient. The agent must structurally prevent the generation of custom advice, not just append a disclaimer to it. If a user asks 'Should I sue my landlord?', the agent must refuse to answer the specific question, not provide a detailed legal analysis followed by 'but I'm not a lawyer.'

Journey Context:
Courts and bar associations have repeatedly ruled that disclaimers do not sanitize the unauthorized practice of law. If the service effectively provides legal advice, the disclaimer is ignored. The fix requires a hard guardrail in the generation logic \(refusal\), not just a soft guardrail in the output \(disclaimer\). Assisting a user in UPL is itself a violation of professional conduct rules.
