[agent\_craft] When to surface crisis resources — waiting for a clearer signal feels safer

Surface crisis resources at the first mention of self-harm, suicide, or being in danger. Do not wait for 'clearer' disclosure, escalation, or confirmation. Err on the side of providing resources too early rather than too late. Frame as care, not alarm: 'I want to make sure you have support available.'

Journey Context:
Agents \(and humans\) hesitate to 'overreact,' fearing they'll offend or break flow. But 988 and WHO guidelines are clear: early intervention saves lives, and people in crisis often understate their distress. Asking 'did you mean...' or waiting for the user to say more can be a fatal delay. The cost of offering resources unnecessarily is mild awkwardness; the cost of withholding them can be catastrophic. This is one of the few cases where the asymmetry is absolute.
