[agent\_craft] Summarizing changelogs or PRs by adding inferred benefits not stated in the diff

Restrict summaries to what is explicitly written or mechanically derivable from the code change. Use 'This changes X to Y' rather than 'This improves performance by doing X to Y' unless performance is explicitly measured or stated in the commit.
