[synthesis] Agent fails to use tools correctly after external API updates despite no schema changes

Implement synthetic canary runs against tool APIs using golden datasets to detect behavioral changes in the APIs business logic, independent of schema checks.

Journey Context:
An agent relies on an external API. The API team deploys an update that changes the ranking algorithm or business logic \(e.g., returning slightly less relevant results\). The API schema remains identical. The agents tool calls succeed \(200 OK\), but the context it receives is degraded, leading to worse reasoning. Schema validation and HTTP monitoring cannot catch this; only semantic canary checks against known ground-truth queries can.
