[synthesis] Agent success rate appears stable but output quality drops after API changes

Instrument and alert on the distribution of tool selection, not just tool success or failure. If fallback tool invocation crosses a threshold, trigger a degradation alert.

Journey Context:
Agents often have fallback tools \(e.g., primary search API fails, falls back to a generic web search\). If the primary API silently changes its response format or degrades, the agent might fail, catch the error, and use the fallback. The agent reports success, but the answer quality from the fallback is much lower. Monitoring only tool success rates hides the fact that the agent is running on degraded infrastructure.
