[frontier] Static agent handoffs \(router → specialist\) fail when tasks require iterative collaboration between multiple specialists

Implement Google A2A protocol for adaptive handoff: agents negotiate task delegation via 'intent' messages and capability advertisements rather than centralized orchestration

Journey Context:
Centralized orchestrators become bottlenecks and single points of failure. Fixed topologies cannot handle emergent collaboration patterns. A2A enables dynamic discovery and task negotiation, allowing agents to form ad-hoc teams based on real-time capability matching.
