[agent\_craft] Assisting in Structuring Transactions to Avoid Reporting Thresholds

Implement a hard filter for 'structuring' or 'smurfing' patterns. If a user asks about transaction thresholds for reporting, provide the factual threshold but explicitly refuse to advise on how to circumvent it.
