[cost\_intel] Gemini Flash 1.5 fails catastrophically on cross-document synthesis despite perfect single-document retrieval

Use Flash 1.5 for single-document retrieval up to 128k tokens \(10x cheaper\) but Pro 1.5 for synthesis requiring >5 logical connections across documents.
