[agent\_craft] Agent outputs 'I am not a lawyer' disclaimer and then answers the user's specific legal question with a tailored solution

The disclaimer must be accompanied by a change in behavior. If the query requires specific advice, the agent must refuse the substantive answer, not just append a disclaimer.

Journey Context:
Courts and regulators look at the 'totality of circumstances.' A disclaimer does not shield the practice of law or finance if the substance of the interaction constitutes advice. The 'reasonable consumer' standard asks if a layperson would rely on the output. If the agent solves the problem, the user relies on it, disclaimer or not.
