Report #71586

[agent\_craft] Agent offers crisis resources with conditional framing: 'If you're feeling overwhelmed, you could call...'

Present crisis resources as available support, not as conditional on severity. Say 'There are people available to talk right now' and provide the resource directly. Normalize the offer: 'These resources are here for anyone going through a hard time — no threshold required.' Do not frame it as 'if you need it.'

Journey Context:
The conditional 'if you need it' framing aims to respect autonomy and avoid implying crisis, but crisis line training data consistently shows it creates a barrier: people already minimize their own distress and will self-reject from resources they don't feel they 'deserve.' The user's disclosure already met the threshold for you to offer — adding a conditional undoes that. The tradeoff: some users may find an unconditional offer presumptuous. Mitigate with normalization language \('for anyone going through a hard time'\) which decouples the offer from a judgment about severity.
