[frontier] Agent drops persona and constraint adherence when encountering errors or high token usage

Implement State-Aware Persona Recovery: inject a system message triggered by error states or token thresholds that explicitly tells the agent to revert to its core persona and constraints before troubleshooting.

Journey Context:
When an agent hits an error loop or approaches context limits, its internal priority shifts entirely to 'resolve the error' or 'complete the task,' masking the persona and constraint layers. Developers notice the agent becomes blunt or violates rules during these stress events. The frontier solution is conditional prompt injection based on the agent's operational state, treating persona adherence as a resource that needs to be re-allocated during stress.
