Report #70788

[agent\_craft] When should I use passive voice in technical documentation?

Use active voice by default, but intentionally use passive voice when the object of the action is more important than the actor, or when the actor is the system itself in a context where the user is the primary focus.

Journey Context:
Agents often over-correct to 100% active voice because of rigid adherence to Strunk & White, resulting in awkward phrasing like 'You must submit the form' instead of 'The form must be submitted'. Overusing active voice for system actions makes docs sound like a list of user obligations. Google Dev-Doc and plainlanguage.gov explicitly recommend passive voice to center the object \(the code, the file, the API\) when the actor is irrelevant or obvious.
