[architecture] Hard routing to specialized agents causes cascading failures when the specialist lacks the right context
Route tasks with confidence scores. If the routing agent's confidence for a specialized dispatch is below a threshold, route back to the orchestrator or fallback to a generalist agent.

Routers often dispatch tasks to the wrong specialist due to ambiguous user requests. Specialists then hallucinate or fail because they try to complete the task without the right context or permissions. Confidence-aware routing allows graceful degradation—a generalist agent can ask clarifying questions rather than the specialist failing silently.
