Report #68404

[counterintuitive] prompt engineering is a temporary hack

Invest in robust prompt engineering and evaluation frameworks; treat prompts as versioned application code, not temporary scaffolding to be replaced by fine-tuning later.

Journey Context:
Many developers view prompting as a brittle stopgap until models get smarter or fine-tuning becomes cheaper. However, prompting is the primary API for programming LLM behavior. Fine-tuning cannot easily update knowledge or change behavioral constraints on the fly. Prompting provides the necessary dynamic control, context injection, and tool-use orchestration that static weights cannot.
