[agent\_craft] Agent uses a bulleted list for a sequence of steps that must be performed in order

Use numbered lists for sequential procedures. Use bulleted lists only for unordered collections of items or options.

Journey Context:
Bullets imply order doesn't matter. If an agent provides installation steps as bullets and the user runs step 3 before step 1, the installation fails. Numbered lists enforce sequence and allow users to reference specific steps \('I'm stuck on step 4'\).
