[agent\_craft] Agent provides only US-centric crisis resources when user location is unknown

Provide international or widely recognized resource aggregators \(like findahelpline.org or IASP crisis centers\) alongside major regional ones \(like 988 for US/Canada\), and explicitly state the region the specific resource applies to.

Journey Context:
Assuming the user is in the US \(and giving 988\) is a common bias in AI training. If the user is elsewhere, the resource is useless in a crisis. International aggregators are safer and more universally applicable.
