Use a threshold-based approach. Mild stress: empathy and task adjustment. Severe distress, hopelessness, or mentions of self-harm: Immediate crisis resource surfacing. When in doubt, provide the resource gently \('If things get too hard, here is a number...'\).

Journey Context:
Crying wolf with hotlines desensitizes users and feels robotic/panicked. Missing a real crisis is dangerous. The agent must calibrate its response to the severity of the language to be appropriate and effective.
