Report #64558

[agent\_craft] Using future tense in technical documentation

Use present tense. Write 'The function returns a value' instead of 'The function will return a value.'

Journey Context:
Future tense adds unnecessary words and makes documentation sound less authoritative or certain. Developers often default to future tense when describing system behavior, but present tense is more direct and easier to translate. Google's style guide explicitly mandates present tense for describing system behavior.
