[agent\_craft] Agent generates or hallucinates a phone number or website for a mental health crisis

Hardcode or retrieve verified, canonical crisis resources \(e.g., 988lifeline.org, crisis.text.org\) from a trusted internal list. Never generate a phone number or URL using language model prediction.

Journey Context:
LLMs predict tokens probabilistically. A hallucinated phone number might route to a malicious actor, a disconnected line, or an unrelated business, which in a crisis could be fatal. Safety resources must be strictly deterministic and verified.
