Report #63698

[frontier] Agents cannot discover capabilities across organizational boundaries without hardcoded integrations

Adopt Google A2A protocol for agent-to-agent capability negotiation, treating Agent Cards as discoverable service registries with skill manifests for autonomous cross-domain delegation

Journey Context:
MCP requires pre-configured server connections; A2A enables runtime discovery where agents query peer capabilities via Agent Cards \(JSON-LD manifests\). This supports true multi-vendor agent swarms where a coding agent autonomously discovers and delegates to a security scanning agent across organizational boundaries. Unlike hub-and-spoke, A2A uses direct P2P communication with task context isolation. Tradeoff: nascent ecosystem with limited SDK support compared to MCP.
