[synthesis] Agent outputs generic boilerplate instead of failing when encountering edge cases

Scan agent outputs for a sudden drop in specificity metrics \(e.g., Levenshtein distance from generic repo templates, or lack of project-specific variable names\). Treat high boilerplate similarity on complex tasks as a failure state requiring human escalation.
